I could be wrong but...I believe its telling beach-goers/campers to not put out their fires with sand. Putting them out with sand works -the flames are gone but the sand traps the heat underneath and the coals continue to be hot -real hot; for a long time and no other beach-goer can see them underneath. Some really god awful burns on the feet of kids have occurred from jumping into what looked to be a clear ring.

Nope, you're not wrong. Thats exactly why they post that on the side of the rings. Everytime I run by a ring surrounded by sand I just have to chuckle. I'm just not that confident in the human population that printing that on the side is really making a huge difference. I'm also not sure if I would rather risk someone being burned vs. an ember getting caught in the wind and starting a real fire. All in all, It still seems a little odd. It's Kinda like dying of thirst in the middle of the ocean.
